Curious. There is no such setting in konqueror, as far as I know. To get it to open on a blank page, it should be enough to type in the URL about:blank and then go to Settings->Save View Profile "Web browsing" When you say it "always" opens, do you mean even when you click on the konqueror icon on the panel? Does it open the last page even then? I can imagine if it opens as the first window after login, and you had it open when you logged out. Because the default in kde is "Restore previous session" on login, it would open the same page you were at then.
