[opensuse] Group Policy settings?

What is the use of the "Group Policy settings"? i have just discovered that set of commands in my kde/system settings. A group has probably been added by me by mistake, and i cannot remove it any more, because i am asked for an unkownn password (user and root passwords are rejected) Can i safely remove the 'group policy settings'?
