I'm pretty sure, *apart for legal reasons* Packman is as reliable as official repos. but there are less mirrors, and probably less underlying power, so the mirrors are sometime out of sync. This made apper mad in 13.2 (not enough experience of Leap to say), but zypper works around most of the time.
Its hard to determine just how opensuse feels about Packman at any given time. There seems to be a love hate relationship going on. I've had bug reports rejected in the past because some packman packages were installed, even though they weren't involve.
in this situation, send a mail to the Packman mailing list.
