That (10.*/8) is a private network, which means that if you are going out to the internet at all, someone is proxying or masquerading on your behalf. Implicitly, you have a firewall.

Yep. However, if a GOOD proxy is installed, the clients don't have to be told about it: it works transparently. GOOD proxies are standard with Linux, but I don't think they are available for NT.
But all other programs (including ping, traceroute, every beautiful utility of linux networking you can think of) is not working. I'm constantly getting the error "Host not found."
Firewalls are often configured to block ping and traceroute. Looks like that's the way yours is set up.
The contents of /etc/resolv.conf is the following:

Question is, how can I do a configuration so my normal network programs can work?
