i believe.this value is stored in ~/.kde4/share/config/plasma-desktop-appletsrc to edit it directly you'll have to first stop the plasma-desktop by typing "kquitapp plasma-desktop" in a terminal. then you can open the above file for editing. in the same terminal, type "kwrite ~/.kde4/share/config/plasma-desktop-appletsrc", and figure out which of the "containments" is your bottom menu bar. (good luck; hint: the one that contains system tray & pager, normally). in that containment's configuration, you find values for max- and min-size.
My computer locked up coming out of suspend mode, and ever since the kde bar (plasma?) is only 3/4's of the screen width.
There's also two half-moon widgets in the upper right corner. I've seen as many as four widgets there ...
