I think a couple of people have written custom shell scripts in conjunction with wpa_supplicant, but one of the reasons this feature has been delayed in NetworkManager is because if I recall correctly, a lot of wireless drivers in the kernel do not report signal strength very reliably. Obviously with a cell phone and iOS or Android, on any given device there is only one wireless chipset that needs to be supported. When you have to support a much wider variety of wireless chipsets on a laptop or desktop, the chance that the driver is going to function correctly is much slimmer.
