People who write the code don't need the documentation, and some seem to expect everyone else to be able to figure it out by reading the source code...
People who write the code also need the documentation. People tend to forget. I can't count all the times I've heard someone, including gurus, complain about neglecting to document their own code when they've forgotten what it does. The standards of documentation are well-known and have existed for well over 30 years. Unfortunately the standards are being ignored.
