not necessarily: it's not clear how the network looks like. You only need port-forwarding if that device is a firewall-router using NAT, i.e. when the outside SSH client doesn't know the IP of the target host behind the firewall. It could as well be "normal" networks fully accessible by both sides ... unless the firewall in between blocks.
