Dunno, but jfs and xfs don't have one.
Dunno whether reiser has one, but it's certainly got a few more zeros on the end if it has. And there are/were any number of Unix boxes around where there were 26 subdirectories of /home (a-z) and user home directories were inside those. Of course the scheme can be extended to be as baroque as you like.
