No that is not too global. This is the preferred way. First, you only have to have vendor change enabled once. Select only those you need to get from the new vender, and update only those. Then turn allow vendor changes off, and leave it off.
From there on, those packages from the newly allowed vender will be updated from that repository. But no additional package will migrate to the new vendor.

The man page for zypper mentions "-f"
-f, --force Install even if the item is already installed (reinstall), downgraded or changes vendor or architecture.
But for the one-off.
Of course you would also limit to the repo ....
