Nope. Chrome, like basically _any_ other application uses the corresponding file-dialogs of the toolkit used. KDE stuff uses the Qt one and Chrome uses the GTK3 FileChooserDialog, see https://docs.gtk.org/gtk3/class.FileChooserDialog.html for Details. There isn't any file manager involved at all.
