With openSUSE Rescue you get openSUSE flavored solution, which means you can use chroot and openSUSE native tools. With other you'll hit numerous problems starting with kernel mismatch. This rescue is first attempt that most likely lacks script that will for instance fix YaST and zypper, mount all necessary directories and then chroot, so that you can run YaST and zypper to fix installation that you can't boot anymore, but that will come with time.
It is quite useful to have such tools as part of installation DVD, so I can spare extra download. But if I need to download extra image anyway, why exactly should I chose this one?
Because with live rescue image you have working system that you can use email, forums and IRC, and at the some time have chroot to broken system.
