No, I don't think I've attempted to rebuild my help database. How would I do this? For that matter, where is the box "automatically rebuild databases"? As I write this, I'm "installing" (or rather, waiting for an ftp server to pay some attention to me, and deliver to me) one package; I didn't notice these options. [Five minutes later:] The download/install process has finished, and I still don't see any way of rebuilding help databases; certainly I was not asked if I wanted to do this.
Are you running KDE desktop, and if so, do you have a "red and white life preservor" on your bottom "task bar" ?
Yes and yes. What happens when I click on it is as I described before. I get a list of links; some, such as that for Bash, are linked to actual help; others, such as that for "Application Manuals | KDE", go nowhere.
Do you also have a KDE help icon (I don't know what it looks like, I changed mine to a penguin -- but if you go slowly across the bottom "task bar" it shold spring out at you and it should say: "Help" and when you click on it you get: Chapter 1. Welcome to KDE KDE Help Center which is different "Help" from "SuSE-help system"

You should if all the SuSE and KDE help is installed.
I believe that I have SuSE and KDE help quasi-installed. I mean, I'm sure it's all on my hard drive, and in usable form -- it's just not all available in all the expected ways. However, this doesn't bother me much as I've found ways of getting it.

Well, I didn't expect it either. But I guessed that KBear would have some help. I've just reopened KBear to take a second look. One of the menu headers is "Help". The first and most useful-looking option beneath "Help" is "KBear Handbook". Clicking on this takes me to SuSE HelpCenter, which not surprisingly has nothing about KBear.
Or you can go to "kbear" website -- which you did.
Well, kind of. In Konqueror, "help:kbear" tells me all I need to know about Kbear, and "help:kde" ditto for KDE.
