tmp.conf is ALREADY a local copy of the one in /usr/lib/tmpfiles.d and /etc/tmpfiles.d/tmp.conf IS THE ONE you should edit with your local changes.
Adding another one called /etc/tmpfiles.d/localtmp.conf just confuses the issue. Once you do make a localtmp.conf you have conflicting specifications.
Just edit /etc/tmpfiles.d/tmp.conf, that's all that is needed.

So, I copy "/usr/lib/tmpfiles.d/tmp.conf" to "/etc/tmpfiles.d/tmp.conf", and I leave there only the lines I want to modify:
d /tmp 1777 root root 100d d /var/tmp 1777 root root 300d
Now, does this mean that the other lines not conflicting with those two in "/usr/lib/tmpfiles.d/tmp.conf" keep working, or does it mean that the entire "/usr/lib/tmpfiles.d/tmp.conf" is ignored, and only my "/etc/tmpfiles.d/tmp.conf" is used?
