Thunderbird cant create mailinglist

This does not work. https://support.mozilla.org/en-US/kb/how-create-and-use-mailing-lists-thunde... I open addressbook File / New / Mailing List except there is no opeion to create a mailing list. Thunderbird 128.3.1esr (64-bit) How do I correct this flaw?? CWSIV
