There *are* ways to do this. The two most popular programs for the purpose are Partition Magic which is commercial software, or fips whichs is free and may well be somewhere on the CDs. AFAIK Partition Magic is strictly DOS/Windows, while I believe fips comes in versions for several OSes.
Partition Magic version 4 and 5 support creating and resizing ext2 partitions. I have used it many time to create and resize linux partitions without any problems.
