[opensuse] configuring a standart fluxbox for every user

Hi, I am running a bit like a headless chicken, and can't figure out the best way to configure fluxbox settings for every new user. What I mean is I have customized keys, menu, apps, overlay files that I would like to merge with the fluxbox relative files when a new user is created.
