According to a FAQ on linuxiso.org, SuSE's license says it's illegal to redistribute the distro for money...and that they have sued people who do so.

From the prices listed on that site, it would appear whoever is selling these "generic" copies are only charging for the CDs they used and nothing else. That is not illegal as you can recoup the cost of your media and certainly shipping.
