[opensuse] SOO: TW version numbers

Hi list, I noticed strange version numbers for (at least two) Tumbleweed packages on software.opensuse.org. E.g., for GIMP it lists 2.6.12 as official release (actually in the repo is 2.10.4), for kstars it reports 4.8.2 (no idea where that even comes from - recent is 2.9.8). I'd expect there are more of them. Where are those numbers coming from? If I go to the kstars project page in openSUSE:Factory it lists 2.9.8. Should this be bug-reported? (where?).
