What it does? Do you test it in GUI (X11) or text console (vt)? What happens when you press it in GUI? What happens when you press it in text console? When I go to a tty (Ctrl alt + 2) the scroll lock LED works fine
OK, so this confirms that Scroll Lock LED works normally. In tty Scroll Lock LED reflects "output stopped" state; it will also illuminate after Ctrl-S. By default ScrollLock key toggles "output stopped" state. It is possible to redefine it. Just to make it clear - Scroll Lock LED is illuminated by software in response to some events. It has no direct relation to key with ScrollLock on its cap.
In X it does not illuminate when I press scroll lock.
Well, it is not clear what should happen here. For once, this key obviously does not stop any output, at least when pressed not in a terminal. I am not sure whether it does anything at all even in terminal emulator - I use it to switch keyboard layout so cannot test. So in general I would say that behavior is correct - Scroll Lock key in X11 does not do anything that would be associated with "output stopped" so why should LED be illuminated?
