Windoz is *not* a test to show proper operation of hardware.
Perfectly reasonable course of action trying it with another known working operating system. SuSE is obviously infinitely better than MS's offerings but when something is not working then it is good to try it in Window$ simply to check that it is not a hardware issue. Of course, he could have just as easily used a live CD/DVD like Knoppix. But, if it didn't work in that would it mean that the hardware was broken or just that it wouldn't work under Linux? Which is why it is good to try it under Window$.
One thing that hasn't been mentioned is that when you switch your BIOS from 'legacy' mode to SATA mode, you lose some of your IDE capability. (can't have as many drives) It wasn't clear from what was posted as to exactly what got changed (and where) but this sounds to me like a "problem" with the BIOS which may or may not be "the way it works".
