Make sure that you have a receiving account correctly set-up, e.g. check for whitespaces in the server string. If you really need to delete any configs, deleting kmail's folders is not enough, as there are other files in .kde4/share/config/ that are related to kmail, e.g. kmailrc and emailidentities.
