No, you have understood perfectly well :-) - that is the situation.
/sbin/lilo exists, but when bash tries to run it with execve(), suddenly it seems to "not exist". I'm guessing some permissions/apparmor thing, but ....
Run "aa-logprof". It will tell you immediately.
