Eh? Konqueror hasn't been changed in ages, and certainly hasn't been replaced by a dolphin wrapper. It should have all the features it always did. What are you seeing that makes you think this, maybe it's a bug? I don't see a pop-up window with details for e.g. PDF and office files when I hover the mouse pointer over a file icon.
Reading your other responses I think I now understand what you're getting at. Basically in KDE 4.3 (or 4.4 maybe) the file metadata was turned over to strigi/nepomuk so if you don't have them running + working + indexing the file in question, you don't get any of the file-specific metadata (in Dolphin or Konq, for pdfs/opendocument). Personally I think this is a bit silly (run an indexer just to see info on one file?), but anyway, that's the answer to your question.
