What do you see in KDE (you are using KDE, right?) "Personal settings" -> "Session manager"? There is a checkbox "Offer shutdown options" under "General".
In all my installations (except the one where I chosen init level 3) this option is checked. I have also noticed that it's not available on my 64 bit desktop system, which has Failsafe and Memory Test options on the Grub boot menu. Which version of SUSE are you running?
