Having hplip installed causes no particular problems. It probably shouldn't be started automatically, but having it installed is no different than having cups installed.
Having hp* on systems that have no and never will have HP products installed wastes disk space, and bandwidth at updates times. Cups is usually needed for any printing to occur. OTOH, at installation time, goto detailed package selection, put hp in search box, and taboo the results, to prevent hp stuff from ever getting installed in the first place.
