AFAIK, there should be no reason why a PC shouldn't be able to play NTSC DVDs. PC DVD drives are, however, region locked. You can usually change the region a fixed number of times (e.g. 8), before you then can't change them at all. It is possible to download replacement firmware for some PC DVD drives which overrides this. However, if anything goes wrong, you may make your DVD drive completely unusable. i.e. do it at your own risk! If you already have a domestic DVD player, have you tried to see if it can be region-unlocked? Some players can be unlocked by entering a "secret" code on the handset. Do a bit of internet searching before going out and spending more money. As other people have mentioned, region coding is a scheme mandated by the large US media corporations to allow them to control the markets, and is, quite frankly, a royal PITA.
