For such a fix to become official, the owner of that repo has to a) make a submit request to the update repo of a distribution (in this case openSUSE:12.1:Update:Test) and a) set the bugzilla entry relating to the bug to NEEDINFO maintenance@opensuse.org. After that it may need pinging maintenance to raise awareness.

And what does the "locked" state in the "monitor" page mean?
"Locked" means that a release request is pending ...
We usually wait for 7 days to have the 12.1-test update channel susbcribers chance to test the update.
