Possibly ... Because mail transfer agents are content agnostic. This isn't just about encrypting the contents of the email, encrypting the upper layers is an attempt to defeat traffic analysis - though how effective that is one can question. *YOU* know that when your MUA submits the message to your mailhub/MTA its "only" going to a public list, but the MTA needs to be content and intent agnostic, it needs to treat all messages the same since it is not concerned with the content or the absolute end points. Email is a message store and forward system.
