Wireshark shows RDNSS is providing the relevant info. Forgot to mention, this is with KDE network manager.

As I suspect, the problem is in network manager. I use it on my notebook computer, where I have several configurations for different networks. My desktop system uses wicked, but it also has a static configuration, so DNS is manually configured.
