The LEDs are controlled at the hardware level, and indicate connection and activity at that level - you might notice the LINK LED may well stay on when the machine is off (even with mains power disconnected, sometimes) and the ACTIVITY LED may well flash when the machine has no IP-level connection.
Indeed. I am guessing this is hardware specific. We use intel Intelliport cards. On some systems these light up as expected, and on others they do not.
