At my office we are using quite a few Realtek 8139 based cards and they all run at 100 Mb. I suppect you either have a faulty card or something is up with your cabling or the card only works at 10Mb. Have you checked the specs of the card? The other thing to chek is what driver is installed as there are about 3 different drivers for the 8139 card.
