Well, no... they have a perfectly functional standard driver in the repo as it happens - It seems strange that they (and it appears several others in their home: repos) can manage to get it packaged, but there is no plain nvidia repo available...
Those repos do not contain the compiled binary drivers, you have to do that yourself via dkms. That's why it is legal to have them on the buildservice.
And are the ones in the repos for 12.3 and prior therefore not legal?
