Some things, as I've said, should be set read only. In my opinion things like /usr/share/man and /usr/share/doc, which is so full of the GLPS (read some 'COPYING' files there) aren't going to change arbitrarily. Yes, they all come from RPMs. So what?
That the design is to be able to revert *everything* that came in an install.
And don't forget that there are a lot of places where an 'update' will not change the file. Many config files are like that, a new "<filename>.rpmnew" is created or perhaps the old is saved as "<filename>.rpmsave".
