Strange that '#name' no longer works -- that was even in one of the KDE startup tips for ages for the kio_man application.
Check the "File-Associations" for the .html extension and make sure you haven't reassigned it to open in something else other than konqueror (like I sometimes reassign it to open in kwrite). I don't know if that will fix it on Fw5/plasma, but that is what used to control it.
There is krunnerrc in there, but that appears to show just commands I've used with Alt-F2.
