In a terminal: gsettings set org.gnome.software download-updates false
Then gsettings get org.gnome.software download-updates
Make sure the "return" is false

Right, 42.3 was a release with gnome-packagekit
gsettings set org.gnome.settings-daemon.plugins.updates active false
after
gsettings get org.gnome.settings-daemon.plugins.updates active
to make sure it's disabled.
