Speech output can be activated with F9, which is not documented, but in 12.3 it works only on the first screen, later when graphic mode kicks in there is no speech. I checked with KDE installation CD iso and DVD. There is no bug reports about that. That was experimental feature; dropped from recent versions, but obviously not completely.
