Did "xdg-user-dirs-update --force" actually recreate "user-dirs.locale"? It should, but could you check its timestamp to be sure?
How can I change this?
Looking at the source code of xdg-user-dirs-update, it queries the LC_MESSAGES category and removes everything including and after the dot. So, what does the "locale" command tell you?
