I did confirm that its not the DHCP that is taking long - I can also that that as soon as I see the NetworkManager applet shows up (after 5-6 minutes) on the desktop that DHCP takes less than a second.
So it's really just taking so long to report that a cable got connected? Try looking on the console (Ctrl-Alt-F10) when you plug the cable in.
