I don't have a solution for you, other than to point out that there have been quite a few bug fixes since KDE 4.4. Perhaps you might want to consider updating to a newer version.
I did that last night, by repeating the exercise on another machine that is running v11.4, and the behavior did not occur. The machine running v11.3 will also be upgraded to 11.4 next month, and I can do without the widgets in the meanwhile, so the problem has disappeared.
For what it is worth, I tried what you described and I was able to add a panel to the top of the screen and fill it up with widgets without a problem. This was in 11.3 but KDE 4.5.5.
Finally, in case you didn't know you can grab the cashew and drag it to some other more out of the way location on the edge of the screen.
I didn't know that, but I think the upper right corner is about as out- of-the-way as it can be. And I don't see that the cashew can do anything that can't be done without it.
