I don't think it is expense we are talking about her. The US has funky import/export laws and then there is the whole crypto/encryption regulations. The US also has a tariff tax but I am not sure how applicable that is to software. I am not up on my trade laws....
It is legal to import encryption into the states - illegal to export w/o a license. There are other issues as well, such as patents etc. There was something in the news a week or so ago - 35 other countries have agreed to make it illegal to export cryptographic software.
