I raised this here a while ago and received sympathy about an apparently problematic card as well as encouragment to do a bug report (which would be over my head). But I just took off into YastLand on a hunch and what do I find there if not a setup dialog. I'd been spoiled over the years by autodetection AND setup so it's now just back-to-the-ways-of-old with YAST, period. Works like a charm! How come the Pulse Audio Volume thingie continues breathing?
