Try setting the account shells to /bin/true. Bruce.
Problem with setting shell to /bin/false to lock accounts. Last week I (thought I) discovered that a user can still login with his/her shell set to /bin/false. It was only after running tripwire on the machine with signatures from my own system that I realized that the machine were cracked and that /bin/false were linked to /bin/bash.

WE just set there shell to /bin/false. This way they can't login to a shell but can do everything else.
