A "kill 9" should be the last resource. And it is possible that these preoceses depends on other processes started in order. I believe it is better to restart the appropriate service.
In this case, stop and start graphics ;-)
It would be if the subject pid's were killed by leaving the graphics target, but they are not always and were not in this case. systemctl isolate multi-user.target *is* leaving/stopping graphics *and* systemctl isolate graphics.target is restarting it. To stop graphics is is necessary to go to another target (runlevel). "-9" may be harsh, but sometimes is necessary the the op is not aware of or knowledgeable to determine, so where from here?
