I think this is a bit short-sighted. Developing a driver for a complex hardware device like a modern graphic card will always result in something that is behind the "original" driver. This will result in most people still just using the closed driver and frustration by those people developing the open driver because of lack of feedback and stuff like that. Your only chance to improve this situation is to force the hardware vendors to provide open specs or drivers. If you don't have the power to do so, you lost in the first place.
