Don't bother, as it's not a bug. It's because Factory isn't "published" by the build service. It's a created product.
That's true on the technical level but you confuse the user, the user experience is different,
The user experience is bad indeed for those of us that use factory for testing. Can we at least get a banner that appears before the results that notes Factory is not being searched. The banner is only needed if factory is selected in the pull down, so it would not even be noticed by the vast majority of users, but for those of us that might want to search for packages available for factory, it would highlight that we only getting partial results.
