I've tried reading the INSTALL/README files in each of these archives, but I'm not getting any wiser, so I'm hoping someone could lead me in the right direction. For all I know, I might even be barking up the wrong tree.

From my experiences installing mod_perl in apache, you need libwww module and all of its requirements (html_parser....) to successfully install mod_perl. If this does not help, please email back with more info on what the problem is.
