The overlap between the hardware you have and Dell hardware I use with 13.1, plus the modem and wireless you've added, suggests a possibility that too little RAM could possibly be your problem. Exactly when during 13.1 did the failure occur, and how did it manifest? If you haven't already, I suggest if you can't add more RAM you try enabling swap prior to letting installation proceed past the first GUI step. Switch to vtty2 and run swapon if a swap partition already exists. If it doesn't, try partitioning that includes creating a prepared swap partition in advance of commencing another 13.1 installation attempt. Also you could try disabling unneeded resources in the motherboard BIOS (LPT port, serial ports, etc.).
