Yup, /etc/issue.net and /etc/motd for the message, as for how you would cater for multiple ones for each user/group which I seem to remember was part of the question, I can't remember. Years ago I had some scripts that would build a different /etc/issue on the fly for local and hamradio logins, but don't remember the details. "man agetty" has some insteresting stuff on /etc/issue you may like to look at also http://www.linuxfromscratch.org/blfs/view/stable/postlfs/logon.html **** there is /etc/hushlogins and .hushlogins in the user's home directory -- man login.defs for a description.
