A good candidate might be the switch. I have a 10G switch that has 'green ethernet ports'. They only power up when signal is detected, and so typically eat both the first DHCP packet as well as any WOL magic packet :(
And because power saving is so essential the manufacturer decided you can NOT switch off this feature....
